
The Vice Chancellor for Finance and Administration has responsibility for finance, accounting, treasury, budgeting and planning, real estate and minerals management, contract management, human resources and payroll, risk management; business services - including printing, post office, telecommunications, and conference services; and the physical plant - including building maintenance and non-residence custodial services, facilities planning and construction, landscaping and grounds, and utility services. In addition the Vice Chancellor works in concert with the Chief Investment Officer and the Board's Investment Committee.
The Associate Vice Chancellor and Controller, the Chief Investment Officer, Associate Vice Chancellor for Facilities, Associate Vice Chancellor for Human Resources and Risk Management, Assistant Treasurer, Director of Budget and Financial Planning, and Director of Business Services report to this office.
Brian G. Gutierrez joined Texas Christian University in June of 2005. Previously, Mr. Gutierrez served as the Associate Vice President and Controller for the University of Texas at Austin. Mr. Gutierrez's experience in higher education extends to community colleges where he served as a Vice President within the Dallas County Community College District at Cedar Valley College, and as Associate Vice Chancellor for Business Affairs for the District.
Mr. Gutierrez's responsibilities in higher education have included budget, treasury and investment functions, financial and grants accounting, payroll, capital planning and funding, facilities management, information technology, auxiliary business services, institutional research, and financial enterprise software development and training. Prior to his career in higher education Mr. Gutierrez worked at the accounting and consulting firm of Deloitte & Touche, in the for-profit and not-for-profit business segments.
He is a graduate of The University of Texas at Austin, with a Bachelor of Business Administration, and he holds a Master of Public Administration from The University of Texas at Arlington where he has also completed a portion of the academic work in the doctoral program. He is a Certified Public Accountant in the state of Texas and has experience with implementing portions of the Sarbanes-Oxley Act in higher education.
His professional affiliations include the National Association of College and University Business Officers and the Southern Association of College and University Business Officers.
